Located in a high crime rate section of South Dallas, the Wall Street substation operated by Texas’ largest distributor of electric power was subject to rampant break-ins, vandalism and theft, one result of a chain link perimeter fence that neither deterred would-be attackers, nor effectively defended property. All that has changed with the recent installation of Payne Fence Products’ Guardian Fence System® around the substation perimeter. Break-ins and thefts have stopped, due to a retrofitted high security fence solution that has created an anti-cut and anti-climb barrier. The rigid metal mesh Guardian system combines a higher strength, risk-based protection than the best chain link fencing with an easy to install and maintain fence.
Through a patent-pending revolutionary design, the Guardian system incorporates any of a wide variety of formidable meshes into a framework that can be quickly installed, and is ideal for easily retrofitting existing fence barriers. The Dallas substation barrier, approximately 1,100 linear feet, was constructed using expanded metal mesh, installed on a framework of high strength steel posts and rails. All steel elements were galvanized to ensure a long service life of the barrier. Barbed tape concertina was incorporated into the interior of the barrier at the top, center and base of the interior of the perimeter fence as further deterrence to unauthorized entry. The Guardian system is a threat-based, engineered solution that forms a platform for the “trenchless” integration of tamper detection and communication systems, and can be configured in limitless ways to suit the varying requirements based on terrain, threat type, and performance standards. Surveillance equipment was installed atop extended fence posts, with the cabling integrated directly into the posts and rails of the perimeter fence. Using the Guardian Fence System®, security planners and integrators can effectively create a barrier that is anti-cut and anti-climb, as well as resistant to small-arms fire, tunneling and vehicular ramming. The Guardian system can also be easily configured with a top (roof) enclosure, thoroughly securing any area.
